We screened more than 35 HR software platforms. The goal was to identify the best options for UAE businesses. In the initial pool, we included UAE-native software, GCC and MENA specialists, and global HCM platforms with a presence in the UAE.
We checked official vendor documentation for product features, payroll capabilities, localization, and pricing. We also reviewed user feedback from G2, Capterra, and GetApp where enough independent data was available.
Platforms without credible UAE availability or sufficient product information were excluded. We didn’t make native UAE payroll mandatory because some employers use separate payroll software alongside their HR system. Our main selection criteria included:
In this selection, we put more weight on local payroll capability for UAE-focused systems and judged global HCM platforms based on scalability, talent management and global operations.
The best HR software is not equally beneficial for every business. We grouped the 15 selected platforms by their strongest use cases. These cover all-around HR management systems and GCC-wide HCM solutions. Each review focuses on where the software fits best, its UAE payroll and WPS capabilities, pricing, and the main trade-off buyers should consider.
The following platforms provide the strongest balance of core HR, payroll, local compliance, employee self-service, and broader workforce management for UAE businesses.
ZenHR is a MENA-focused HRMS. It combines core HR with UAE payroll. This platform features automated WPS processing, gratuity calculations, attendance, employee self-service, and Arabic-English localization. If you want local functionality without a complex HCM suite, it could be a good option. ZenHR also supports mobile attendance through GPS or QR codes and integrates attendance data with payroll.
Best for: SMEs and mid-market companies with Arabic- and English-speaking workforces
UAE payroll/WPS: Yes
Pricing: Quote-based
Watch out for: Some businesses may find implementation more involved than with simpler SME HR tools.
Bayzat combines core HR and UAE WPS-compliant payroll. It also focuses on managing benefits and health insurance. Employees can use its app for payslips, leave, attendance, benefits, and health services. HR teams can manage payroll, employee records, shifts, expenses, and benefits from the same platform. If you want to consolidate HR, payroll and benefits, this could be a good option.
Best for: UAE SMEs and mid-market companies wanting HR, payroll, and benefits together
UAE payroll/WPS: Yes
Pricing: Custom quote based on company size and selected modules
Watch out for: Lack of published pricing makes initial cost comparison harder.
greytHR is a strong option for UAE companies that want WPS-ready payroll. Its Essential plan includes payroll, WPS-compliant SIF generation, leave, and employee self-service. Its higher plans offer attendance, performance management, expenses, APIs, and multi-company capabilities.
Best for: Cost-conscious SMEs and growing GCC businesses
UAE payroll/WPS: Yes
Pricing: From $50/month for up to 10 employees; additional employees from $2 per employee per month
Watch out for: Some advanced HR capabilities require higher plans or paid add-ons.
Startups and SMEs usually need simpler implementation. They prioritize predictable pricing, payroll, and HR functions over enterprise-level complexity. These four platforms stand out for affordability, local payroll capabilities, or flexibility.
Zoho People is a good choice for startups that are already using the Zoho ecosystem. It covers employee records, leave, attendance, onboarding, performance, and self-service. The separate Zoho Payroll UAE edition adds payroll, WPS-compliant SIF files, gratuity, pension calculations, and payslips. The purpose of this modular approach is to let small businesses start with essential HR functions and later add payroll when needed.
Best for: Startups and small businesses, especially existing Zoho users
UAE payroll/WPS: Yes, with Zoho Payroll
Pricing: Zoho Payroll from AED 35/month, billed annually, for 5 employees.
Watch out for: HR and payroll are separate products rather than one UAE-specific HRMS.
Elate HRMS is a UAE-focused platform. It covers payroll, WPS, attendance, employee self-service, onboarding, gratuity and end-of-service processes. This is worth considering due to its local orientation, similar to ZenHR’s. Public information also points to MOHRE-related functionality and local support.
Best for: UAE SMEs wanting a locally focused HRMS
UAE payroll/WPS: Yes
Pricing: Reported at AED 0–20/user/month
Watch out for: Less independent review evidence than for established global and regional platforms.
HRX360 is built around the everyday HR and payroll requirements of UAE SMEs. Its Professional plan combines payroll with WPS/SIF generation, gratuity and end-of-service calculations, leave, attendance, payslips, and employee self-service. One of its features is tracking document expirations for visas and Emirates IDs.
Best for: UAE SMEs prioritizing affordable payroll and compliance workflows
UAE payroll/WPS: Yes
Pricing: Core HR from AED 6/employee/month; payroll and WPS from AED 10/employee/month, billed annually.
Watch out for: Less proven at large-enterprise scale than established HCM suites.
Horilla takes a different approach from the subscription-based platforms. You can have more control over customization and deployment due to its open-source model. It offers HR and payroll features that overlap with those of UAE-focused platforms. If a company has the technical resources to manage Horilla, it can be a cost-effective tool.
Best for: Technically capable startups and SMEs wanting an open-source HRMS
UAE payroll/WPS: Verify UAE payroll and WPS requirements with the vendor
Pricing: Open-source; managed-service costs may vary
Watch out for: Implementation and ongoing support may require more technical involvement than fully managed SaaS platforms.
Growing companies need HR software that can handle multiple entities. They also want to handle larger workforces and operations across different GCC markets with such software. These platforms provide more scalability and regional payroll capabilities than basic SME-focused HR tools.
gulfHR is built for complex UAE and GCC workforces. It is useful for companies that manage multiple legal entities, locations or payroll structures. It also offers WPS-compliant payroll with end-of-service calculations, attendance, leave, employee self-service, and centralized reporting. You can manage multi-entity and multi-country payroll with it.
Best for: Mid-market and enterprise companies with multi-entity GCC operations
UAE payroll/WPS: Yes
Pricing: Custom quote
Watch out for: Its enterprise-oriented configuration may be more complex than smaller businesses need.
Keka offers HR, payroll, hiring, attendance, performance management, expenses, and employee self-service in one platform. You can generate WPS-ready SIF files and calculate end-of-service gratuity. Keka also supports multiple legal entities and connects attendance and other HR data directly with payroll.
Best for: Growing SMEs and mid-market companies wanting HR, hiring, and payroll together
UAE payroll/WPS: Yes
Pricing: Plan-based; free trial available
Watch out for: Some advanced capabilities and integrations are limited to higher plans or add-ons.
PeoplesHR is an established HCM platform. It is best for employers that want to manage HR and payroll across multiple countries. It provides you with core HR, multi-country payroll, attendance, talent management, analytics, and mobile self-service. You can handle WPS and SIF workflows in the UAE and can also use the platform in MENA and APAC markets due to its flexibility.
Best for: Mid-market and enterprise organizations operating across APAC and MENA
UAE payroll/WPS: Yes
Pricing: Custom quote
Watch out for: Its broader HCM architecture may be excessive for small businesses needing only basic HR and payroll.
Some businesses need more than core HR and payroll. These platforms stand out for specialized requirements. These requirements include talent management, workforce intelligence and Emiratisation tracking.
Darwinbox combines core HR and payroll with recruitment, performance management, employee experience, and AI-powered talent capabilities. Its GCC payroll platform covers all six GCC countries. UAE payroll, WPS compliance, end-of-service benefits, and GPSSA deductions are also included. This could be a good option for companies that want to manage hiring, performance and workforce development.
Best for: Mid-market and enterprise companies prioritizing talent management
UAE payroll/WPS: Yes
Pricing: Custom quote
Watch out for: Its broad feature set may be more than smaller companies need.
Workplus HCM differentiates itself by offering Emiratisation tracking to help employers monitor workforce targets. It also targets organizations operating under UAE mainland and free-zone employment frameworks. So, it is relevant where localization and national workforce requirements are major HR priorities.
Best for: UAE employers prioritizing Emiratisation and local HR requirements
UAE payroll/WPS: Yes
Pricing: Custom quote
Watch out for: Independent user-review coverage is limited compared with that of larger HCM vendors.
Large UAE organizations and multinationals usually need deeper integrations. They manage global workforces and also want analytics and scalability. These platforms are better suited to complex enterprise environments.
SAP SuccessFactors is designed for organizations that need enterprise-level scalability. Employee Central Payroll includes a UAE local version, while SAP provides country-specific payroll and compliance functionality for UAE operations. Its biggest advantage is integration across the broader SAP ecosystem.
Best for: Large and multinational organizations already using SAP
UAE payroll/WPS: Yes, with UAE-localized payroll
Pricing: Custom quote
Watch out for: Implementation, configuration, and total cost can be excessive for smaller organizations.
Oracle Fusion Cloud HCM brings core HR, payroll, talent management, workforce analytics, and employee data into an enterprise platform. Oracle provides UAE-specific HCM and payroll implementation capabilities. Its global architecture makes it most relevant to large organizations.
Best for: Global enterprises, particularly those using Oracle ERP
UAE payroll/WPS: Yes, with UAE payroll localization
Pricing: Custom quote
Watch out for: Implementation complexity and enterprise-level requirements make it unsuitable for most SMEs.

Remember that there is no single HR system that fits every business operating in the UAE.
SMEs should prioritize native payroll, WPS, gratuity calculations, ease of implementation, and total cost.
Larger multinational companies may benefit more from platforms such as SAP SuccessFactors, Oracle HCM Cloud, or Darwinbox. This is because these platforms also focus on scalability, integrations, and talent management.
Companies operating across several GCC countries should select a platform that offers regional payroll coverage, multi-entity support, and country-specific statutory compliance features.
Choosing HR software in the UAE requires more than comparing feature lists. As an employer, focus on the functions that affect your daily HR operations, payroll, compliance, and ability to scale.
Look for payroll processing, WPS-compliant SIF generation, end-of-service gratuity calculations, and support for UAE-specific payroll requirements. Check whether these features are native or require another product or integration.
The software should support relevant UAE workflows, such as leave rules, employee documents, visa and ID expiration alerts, and Emiratisation tracking where required.
Prioritize employee records, attendance, leave management, onboarding, and employee self-service. Note that these are the functions your HR team and employees will use most often.
Consider multi-entity support, APIs, and integrations with ERP, accounting, biometric, and other business systems. This is important if your company is growing across the GCC.
Compare the total cost, including implementation, subscriptions, payroll modules, add-ons, integrations, and support. A low advertised monthly price does not always mean a lower overall cost.
HR software can simplify payroll, employee records, attendance and other HR processes. But it doesn’t take responsibility for legal compliance, including compliance with local labor laws. That is the hardest part of cross-border hiring.
If you are starting a business in the UAE, these platforms can’t remove the need to register a local entity for direct hiring, but an EOR can provide an alternative.
FMC Group provides Employer of Record (EOR) services for companies that want to hire employees in the UAE without setting up their own legal entity. FMC Group becomes the legal employer while the client continues to manage the employee’s role and responsibilities. Through the EOR arrangement, HR teams can receive support with:
