Employers that want to hire in the UAE don’t know some very important legal requirements. For example, who must be registered, how contributions are calculated, and which rules apply to different employee groups. As a result, they face compliance issues, financial penalties, and administrative challenges.
Unlike many countries, UAE social security is not a tax-funded welfare system. It is a pension-based program that covers eligible UAE and GCC nationals. Most expatriate employees receive end-of-service gratuity instead. Understanding these points is essential for compliant hiring and payroll management.
This employer’s guide explains what UAE social security is, who must register, the role of the General Pension and Social Security Authority (GPSSA), employer responsibilities, contribution requirements, and how an Employer of Record (EOR) can simplify compliance in 2026.

UAE social security is a mandatory pension and social insurance system that provides retirement, disability, and survivor benefits for eligible UAE and GCC nationals.
Instead of collecting taxes, the system is funded through monthly contributions made by both employees and employers.
The primary purpose of UAE social security is to provide long-term financial protection. The key role of employers in this system is to register eligible employees, calculate contributions, and make timely payments.
The UAE also operates both federal and local pension schemes. The General Pension and Social Security Authority (GPSSA) administers the federal pension system for eligible employees in most emirates. Abu Dhabi and Sharjah have their own local pension authorities.
Employers have to determine which employees qualify for UAE social security. They must register them with the appropriate pension authority. Remember that registration requirements vary depending on the employee’s nationality, employer type, and the emirate where your business operates.
UAE Nationals: UAE nationals employed in the public or private sector must generally be registered for social security.
GCC Nationals: GCC nationals working in the UAE may also be covered by social security under the Gulf Cooperation Council’s Unified Insurance Protection System.
Private Employers: Private sector companies that hire eligible UAE or GCC nationals also have to register their business and employees with the pension authority.
Government Employers: Federal, emirate-level, and other government entities must register eligible employees with the appropriate pension authority.
Free Zone Employers: Free zone companies are not exempt from social security obligations. They also have to follow the same rules and regulations.
Foreign Employees: Most expatriate employees are generally exempt from UAE social security. Instead of participating in the pension system, they are typically entitled to end-of-service gratuity.
The General Pension and Social Security Authority UAE (GPSSA) is the federal government entity responsible for administering pensions and social security in the UAE. It oversees the implementation of federal pension laws, manages contribution payments, and helps ensure that employers and employees meet their statutory obligations.
The GPSSA is responsible for managing the federal pension system and ensuring its proper administration. Its key responsibilities include:
The exact contribution rate depends on the pension law that is applicable to the employee and the relevant pension authority.
However, employees who come under the federal pension system are subject to a total contribution rate of 26%. This rate is shared by both employers and employees. Here is the breakdown:
This rate applies to employees who joined the pension system for the first time on or after 31 October 2023 under Federal Decree-Law No. 57 of 2023. Employees registered before that date remain under the earlier Federal Law No. 7 of 1999, which sets a total contribution rate of 20% (employee 5%, employer 12.5%–15%) with a lower salary cap of AED 50,000. Employers must track which regime applies to each employee, since both run in parallel.
Contribution Type | Rate (Salary < AED 20,000) | Rate (Salary ≥ AED 20,000) | Paid By |
Employee contribution | 11% | 11% | Employee |
Employer contribution | 12.5% (effective) | 15% | Employer |
Government subsidy | 2.5% (covers part of employer’s share) | — | UAE Government |
Total contribution | 26% | 26% | Combined |
Contributions are calculated on the employee’s contribution account salary, not necessarily the full payroll amount. Under the current federal law, the contribution account salary for private-sector employees must be at least AED 3,000 and no more than AED 70,000, while the government sector has a maximum contribution salary of AED 100,000.
Employers have to calculate pension contributions every month and submit them to the relevant pension authority. Under GPSSA rules, contributions become payable on the first day of the month following the payroll month and may be paid up to the 15th day of that month. Late payments are subject to an automatic penalty of 0.1% of the overdue amount for each day of delay, applied without prior warning or notification.
Some employer responsibilities have already been mentioned, such as paying contributions, withholding, calculating, and submitting them. Employers’ key responsibilities include:
Both systems provide financial benefits to employees. However, UAE social security and end-of-service gratuity apply to different categories of employees.
UAE social security is a contributory pension scheme for eligible UAE and GCC nationals, while end-of-service gratuity is a lump-sum benefit. Employers have to provide this benefit to expatriate employees under UAE labor law. Understanding the difference helps employers apply the correct statutory benefits and remain compliant.
UAE Social Security (UAE & Eligible GCC Nationals) | End-of-Service Gratuity (Expatriates) |
Mandatory pension and social insurance scheme | Statutory end-of-service benefit |
Funded through monthly employer and employee contributions | No monthly pension contributions |
Provides retirement, disability, and survivor benefits | Paid as a lump sum when employment ends (subject to eligibility) |
Administered by the GPSSA or the relevant local pension authority | Governed by the UAE Labour Law |
Employers must register eligible employees with the pension authority | No pension registration is required |
Benefits are based on pension laws and contribution history | Benefits are calculated based on salary and length of continuous service |
